This is a short boot, so it is based on foot length: you do not need to measure your calf or the height of the leg.
Measure your foot from toe to heel, while standing and wearing the socks you intend to use for riding. Do this in the afternoon, as your feet swell during the day.

A short boot should support the foot without being tight at the instep. If you are between sizes, choose the larger one: the leather will not stretch in length.
